Если она с расширением *.psd то открываешь его в Photoshop и нажимаешь Shift+Ctrl+Alt+S и сохраняешь как *.jpg или *.png или *.gif ... Открываешь Flash и нажимаешь Ctrl+R и выбираешь сохранённую ранее картинку - ВСЁ!
САМ *.PSD во Flash НЕ засунешь!
