Just the way it is. Nothing you can do unless willing to create only for IE

Also this can be seen on more than just PC IE now if the end user has the latest Flash Player and an undated browser. There is a TechNote under the keyword "transparent" at the Macromedia Flash Support Center with a detailed list of supported browsers.
