I set out to combine the two ideas and formed "Continously Scrolling A Loaded HTML File".

You can create a HTML using a simple text file in flash. The only downside is... you are limited to mainly font tags (whether you use a text file or HTML file).
For those that are about to design a website using this technique. NOTE: that the text file name and the variable name can be 2 different titles. For example, you are making a webpage with 10 pages, 10 different flash movies and 10 different text files. IF each movie will be using the same layout as the rest (such as where the text files appear in the movie, the buttons to scoll it) you might want to save time and make the first with the variable called "text" (no quotes) and the dupliacte it throughout all 10 pages. This way you don't have to edit every instace where the variable is called up in the action scripts for every movie. Just change the name of the text file that you want to load... it will only appear once in the first action frame.
Enjoy!
